Description: In addition to a health crisis, the COVID-19 pandemic is also an employment crisis. Lockdowns and other measures enacted to forestall the spread of the pandemic have disrupted labour markets throughout the world, leaving few workers unaffected. This report details the effects of the crisis on the world of work, examining global and regional trends in employment, unemployment, labour force participation and productivity, as well as dimensions of job quality such as employment status, informal employment and working poverty. It also provides an extensive analysis of the varied impact on enterprises and workers. The report provides forecasts of the employment recovery, which though predicted to be strong, will be nonetheless be insufficient to close the gaps opened up by the crisis. Workers whose position in the labour market was most disadvantageous prior to the crisis – women, young people, migrants, informal workers or workers in lower-skilled occupations – suffered disproportionately from the fall-out of the crisis. Given the pressing challenges, the report proposes a human-centred recovery strategy to avoid scarring of global labour markets for the years to come.
